Résumé : 20 years of housing institutional reform in urban China witnessed Marketization, privatization and commoditification. Will this change democratize the urban neighborhood. Dominant findings are quite optimistic. Shanghai community building creates grassroots democracy in authoritarian context, home-owners are becoming consumer-citizens. Social capital and community identity construction account in home-owners’ grassroots movement based on the same fieldwork.
